Patrick Sullivan

Managing Partner

After having served over forty years in Federal law enforcement achieving the rank of Senior Executive Service (SES) as a criminal investigator,  Patrick Sullivan was appointed by the President of Ireland as a Commissioner with the Garda Síochána Ombudsman Commission, and confirmed by the Oireachtas, the Irish Parliament, to a term of office. He was responsible for investigating allegations of misconduct and corruption within the ranks of the Garda Síochána, Ireland's national police service. He is a recognized expert on law enforcement corruption and misconduct issues and has testified numerous times before the U.S. Senate and House of Representatives and has appeared on NBC, CNN, C-Span and other news networks. 

Mr. Sullivan first entered law enforcement at the age of eighteen working as a clerk in the New York Office of the Federal Bureau of Investigation, attending City University of New York at night to obtain his B.S. degree from John Jay College of Criminal Justice. He was promoted to Investigative Specialist where he was assigned to a surveillance unit tracking foreign intelligence officers suspected of engaging in espionage activities against the United States.

He then was hired  by the U.S. Secret Service as a Special Agent and retired as a supervisor after serving twenty-three years.  He was assigned to the elite Department of Justice Organized Crime Strike Force in Brooklyn, NY, working on cases targeting the traditional five Mafia crime families in New York City. He also served on the Presidential Protection Division for four years under Presidents Reagan and George H.W. Bush. As a supervisor, he coordinated security planning for the 1996 Presidential Campaign, the Presidential Debates and the 1997 Inauguration of President Clinton.

Mr. Sullivan has also worked as a Federal law enforcement officer for the Government Accountability Office (GAO), Office of Special Investigations, where he conducted significant under cover operations and "red team" penetrations; the Department of Homeland Security, Federal Air Marshals Service, where he supervised participation with the FBI Joint Terrorism Team Task Forces, law enforcement support for FEMA and domestic and international law enforcement liaison;  and the EPA Office of Inspector General, where he served  at the SES rank of Assistant Inspector General for Investigations.

Through out his Federal law enforcement career, Mr. Sullivan held a Top Secret security clearance with Sensitive Compartmented Information (SCI) access. He received executive training at the Naval Postgraduate School, Homeland Executive Leaders Program; Harvard Business School Executive Education, Meta Leadership for National Security Executives; Stanford University Graduate School of Business, Interpersonal Dynamics for Executives; and the University of Arizona Eller College of Management, Southwest Leadership Program for Public Servants. 

He is a life member of the International Association of Chiefs of Police (IACP) and is currently a member of the IACP's Policy Council Advisory Group and Police Professional Standards, Image and Ethics Committee. He is also a member of the Association of Former Agents of the U.S. Secret Service (AFAUSSS), Federal Law Enforcement Officers Association (FLEOA), Fraternal Order of Police (FOP), Liaison Officers Association (LOA), Virginia Association of Chiefs of Police and the Overseas Security Advisory Council (OSAC)' 

He holds Virginia Department of Criminal Justice Services (DCJS) ID 99-673764 Private Security Services Registration in the categories of Private Investigator, Armed Personal Protections Specialist and Unarmed Personal Protection Specialist. He is also qualified under the Law Enforcement Officers Safety Act (LEOSA) to carry a firearm as a retired Federal law enforcement officer.
